A non-profit organization founded on May 4, 2017 at the initiative of professional footballers.
APFKR unites professional footballers of Kyrgyzstan and represents their rights and interests in contractual and labour relations, as well as provides players with legal and advisory support.
Since 2020, APFKR has been part of the Association of Legal Entities of the Kyrgyz Football Union (KFU) and cooperates with KFU and the Kyrgyz Professional Football League (KPFL) based on signed memorandums of cooperation. As part of this interaction, APFKR participated in the preparation and updating of regulatory documents — in particular, the Regulations on the Status and Transfer of Players in accordance with FIFA requirements — and also developed a draft regulation for a national dispute resolution chamber.
In 2022, APFKR's activities gained international recognition: the organization became a candidate member of FIFPRO — the International Federation of Professional Footballers' Associations. In November 2024, APFKR was admitted to FIFPRO as a full member.
From 2026, the organization carried out work to align the employment contracts of Kyrgyzstan's professional football clubs with the minimum contractual standards, the requirements of Kyrgyz law and FIFA regulations.

The APFKR Board is one of the governing bodies of the organization and plays an important role in shaping its strategic priorities, developing union activities, and protecting the interests of professional footballers in Kyrgyzstan.
The Council comprises respected members of the football community — current and former national team players and leaders with substantial hands-on experience and a high level of trust within football.
Manages the organization's activities, represents it at national and international levels, and coordinates efforts to protect the rights and interests of footballers in Kyrgyzstan.

FIFA Dispute Resolution Chamber (FIFA DRC) decisions ruled in favor of Kyrgyz footballers — APFKR members.

№1. FIFA DRC ruled in favor of Ivan Filatov in a case of salary non-payment by his former club.
2017 case

The issues with the club had been ongoing since 2015, and at that time there was no organization in Kyrgyzstan that could systematically support footballers in disputes with clubs at FIFA. For me, it was a matter of principle to show that your rights can and should be defended.
№2. FIFA DRC found Valeriy Kashuba's claims to be justified and ordered the former club to pay the outstanding contractual debt.
2017 case

The amount wasn't the largest, but it wasn't about the numbers. For me, it was a matter of principle to see it through to a resolution, so that Kyrgyz footballers would be treated with respect and fairness abroad.
№3. FIFA DRC recognized the debt confirmed by the guarantee letter and ordered the former club to pay the amount owed to Aidar Mambetaliev.
2020 case

The contract ended, but the debt remained. Management assured me it would be paid later — and after consulting with the union, I insisted on obtaining a guarantee letter. That document became the key piece of evidence in the case. Without it, recovering the money even through FIFA would have been much harder.
№4. FIFA DRC granted Aziz Sydykov's claims and ordered the former club to pay a significant amount of contractual debt.
2020 case

I found the club through an agent. At first everything was fine, then salary delays began and the debt piled up month after month. The agent ignored the situation. I turned to the union and, through the FIFA DRC, recovered everything I was owed under the contract.
№5. FIFA DRC ruled in favor of Edgar Bernhardt: contractual debt and compensation for the remaining contract term were recovered from the former club.
2022 case

Nothing like this had ever happened in my career — it was the first precedent. Fortunately, I knew in advance how to act and was constantly in touch with APFKR. Step by step we built the process — and managed to calmly see the case through to a decision and recover all the money.
№6. FIFA DRC granted Edgar Bernhardt's claims in a labor dispute with his former club and ordered it to pay the outstanding contractual debt.
2022 case

The situation was unusual — there were rumors about the club going bankrupt. I won at FIFA, but later the club was officially declared bankrupt. Unfortunately, even with the ruling in hand, many footballers never received their money.
№7. FIFA DRC found Askar Saliev's claims to be justified and ordered the former club to pay the outstanding salary debt.
2023 case

In a situation like this, it's important not to be alone — many footballers simply don't know how to act or what procedures to follow. I was constantly in touch with APFKR and understood what steps to take next. This helped me calmly see the case through to the end.
№8. FIFA DRC granted Farkhat Musabekov's claims and ordered the former club to pay the salary debt confirmed by the guarantee letter.
2023 case

My contract was ending and the salary debt was still hanging. I met them halfway — agreed to wait, took a letter of guarantee. They never paid. I turned to the union — they helped. Rahmat!
№9. The FIFA Dispute Resolution Chamber granted Erzhan Tokotaev's claims for the payment of outstanding salary debt.
2026 case

I'm glad the case ended fairly and my claims were satisfied. A contract must be honored, and salary debt cannot go without consequences. Thank you APFKR for the help and support at every stage of the proceedings.
FIFA/FIFPRO Fund for Football Players
A fund providing financial assistance to footballers who have not received their wages due to the bankruptcy or liquidation of clubs.
2017 case


APFKR provided practical support to two players — Akhlidin Israilov and Evgeniy Kabaev: helped gather supporting documents, properly prepare and submit applications. Following the review, the applications were approved by the fund.
APFKR implemented a project to prevent match-fixing in Kyrgyzstan. The project included anonymous surveys among players, coaches, and referees, based on which educational modules were developed and on-site seminars were organized for teams.
The goal of the project was to raise awareness about the risks and consequences of match-fixing, as well as to provide participants with practical protection tools and a course of action in case of involvement attempts.

APFP launched the "Second Career" project, aimed at supporting footballers after the end of their professional careers.
The goal of the project was to help identify possible employment and education options and build an action plan for moving into a new profession.

In 2021, APFKR implemented an educational anti-doping project for professional footballers. The goal was to improve players' awareness of anti-doping rules, personal responsibility, and risks associated with the use of prohibited substances and medications.
The project included informational and educational activities aimed at fostering a conscious approach to health issues and protecting players' professional careers.
APFP launched a project on the prevention of discrimination and racism in football. The project included educational activities for players, coaches and club staff, as well as guidance on mechanisms for responding to discriminatory incidents — both in stadiums and online.
Together with the Kyrgyz Professional Football League (KPFL), APFP ran a campaign against violence towards women during Premier League matches in Kyrgyzstan. Club players backed the campaign with a symbolic gesture — showing a "red card" to violence.
The campaign aimed to draw public attention to the issue and promote the principle of zero tolerance for violence.
