Regulations on Conducting Charity Auctions on the APFKR Platform

1. General Provisions

1.1. These Regulations govern the procedure for organizing and conducting charity auctions initiated by members of the Public Association "Association of Professional Footballers of the Kyrgyz Republic" (hereinafter — APFKR).

1.2. The main purposes of the auctions are:

  • providing targeted charitable assistance;

  • engaging footballers in social initiatives;

  • increasing the level of trust in and transparency of charitable activities.

1.3. The auctions are held on APFKR's information resources (website, personal account, bot, and other digital platforms).

2. Legal Status of APFKR

2.1. APFKR is not a party to the financial transactions carried out within the framework of the auctions.

2.2. APFKR:

  • does not accept, accumulate, or store funds;

  • does not act as a payment agent or intermediary;

  • does not transfer funds.

2.3. All funds are transferred by the auction participants directly to the recipients of the assistance.

2.4. APFKR performs solely the functions of:

  • an organizational platform;

  • a moderator and verifying body;

  • an information intermediary.

3. Auction Participants

3.1. Auction Organizer (Player)

The organizer may only be:

  • a current member of APFKR.

3.2. Auction Participants (Bidders)

Participants may be:

  • any natural persons with full legal capacity who agree to these Regulations.

4. Subject of the Auction

4.1. The subject of an auction may be:

  • a playing kit;

  • football equipment;

  • souvenirs related to the footballer's professional activities.

4.2. The subject must:

  • have real value;

  • be authentic and belong to the organizer.

4.3. APFKR has the right to reject a subject without giving reasons.

5. Requirements for the Purpose of the Fundraising

5.1. Each auction must have a clearly defined charitable purpose.

5.2. Permitted purposes are:

  • medical assistance (treatment, surgeries);

  • social support;

  • help for children;

  • development of sports;

  • assistance to verified charitable organizations.

5.3. Mandatory requirements:

  • specificity of the purpose;

  • an identifiable recipient;

  • accuracy of the information.

5.4. The following are prohibited:

  • fundraising without a specific purpose;

  • the use of funds for personal purposes;

  • the posting of misleading information.

6. Procedure for Conducting an Auction

6.1. The organizer submits an application via the APFKR platform.

6.2. The application must indicate:

  • a description of the subject;

  • its history and/or significance;

  • the purpose of the fundraising;

  • details of the recipient of the funds;

  • the duration of the auction.

7. Moderation and Verification

7.1. All auctions are subject to mandatory verification by APFKR.

7.2. APFKR has the right to:

  • request additional documents;

  • verify the accuracy of the information;

  • assess reputational risks.

7.3. APFKR has the right to:

  • reject an application without giving reasons;

  • suspend or cancel an auction.

8. Determination of the Winner

8.1. The winner is the participant who has placed the highest bid.

8.2. The winner is required to:

  • transfer the funds directly to the recipient;

  • do so within 48 hours.

9. Confirmation of Transfer and Delivery of the Subject

9.1. The winner is required to provide confirmation of the transfer:

  • a screenshot;

  • a payment document;

  • other confirmation.

9.2. The subject is handed over only after the transfer has been confirmed.

9.3. In the absence of confirmation:

  • the winner is deemed to have failed to perform their obligations;

  • the right passes to the next participant.

10. Reporting and Transparency

10.1. APFKR publishes:

  • information on the results of the auction;

  • the amount;

  • confirmation of the transfer (where available).

10.2. Publication may be carried out:

  • in an anonymized format;

  • taking into account the protection of personal data.

11. Limitation of APFKR's Liability

11.1. APFKR is not liable for:

  • the actions of auction participants;

  • the actual execution of the transfer;

  • the use of the funds by the recipient;

  • the accuracy of the information provided by the organizer.

11.2. All risks associated with the transfer of funds are borne by the participant making the transfer.

12. Obligations of the Organizer

The organizer is required to:

  • provide accurate information;

  • not mislead the participants;

  • comply with the rules of these Regulations.

13. Final Provisions

13.1. APFKR has the right to amend these Regulations.

13.2. Use of the platform constitutes consent to these rules.
