Public Offer for Payment of the Membership Fee
The Public Association "Association of Professional Footballers of the Kyrgyz Republic" (hereinafter — "APFKR") offers to enter into an agreement on the terms of this public offer.
1. Subject of the Offer
1.1. The user pays an annual membership fee to APFKR in the amount established for the relevant membership category.
1.2. The amount, term and procedure for paying the membership fee are determined by the General Assembly of the Association, and the fee is paid once a year. The current membership categories and fee amounts are:

Professional footballer (players of the national team and top-division clubs) — 2,000 KGS per year;

Professional footballer (players of the first division) — 1,000 KGS per year;
-
Female footballers (players at all levels) — exempt from membership fees (under the program for supporting and developing women's football in the Kyrgyz Republic).
1.3. The membership fee is valid for one year from the date of payment (date to date). For example, with payment made on 15 June 2026, membership is valid until and including 15 June 2027.
2. Term of Membership and Renewal
2.1. The user may submit an application for membership and pay the fee on any day.
2.2. Membership is valid for 12 (twelve) calendar months from the date the payment is credited to APFKR's account.
2.3. To maintain APFKR Member status after the expiry of the membership term, the user pays the membership fee for the next period. If the fee remains unpaid for more than six consecutive months, the member may be expelled from APFKR by decision of the Board in the manner provided for by the APFKR Charter. In the event of late payment, access to APFKR digital services may be restricted until payment is received in full in the amount set for the relevant membership category. Membership itself is preserved and may be terminated solely in the manner provided for by the APFKR Charter.
2.4. The fee is not recalculated proportionally to the number of months in the event of early termination of membership, unless otherwise separately approved and published by APFKR.
3. Acceptance (Conclusion of the Agreement)
3.1. The offer is accepted by paying the membership fee on the Website or via a connected payment method. For categories with free membership, acceptance is constituted by submission of the membership application and confirmation of consent to this offer at registration.
3.2. After successful payment, the user receives a notification by email. The payment status is displayed in the system (after the account has been confirmed by an administrator — if the account has not yet been confirmed).
4. Account Confirmation
4.1. Access to the personal account and to the functions available to a trade union member is granted only after the account has been confirmed by an administrator.
4.2. The administrator may request clarification of data to verify identity and registration details.
5. Payment Methods
5.1. Payment is made in Kyrgyz som by crediting funds to APFKR's settlement account and/or corporate bank card (Visa, KGS).
5.2. APFKR does not store users' bank-card details; the payment is processed by the bank or payment provider.
6. One-off Payment and Auto-debit (at the User's Discretion)
6.1. The user independently chooses the payment method: a one-off payment for the current year or the activation of auto-debit (if the function is available on the Website and the user has given separate consent).
6.2. Auto-debit is disabled by default and is not activated automatically. Activation is performed solely on the user's initiative.
6.3. The user has the right to disable auto-debit at any time in the personal account. Disabling stops future debits; the previously paid membership period remains in force until its end date.
7. Refunds
7.1. General Provisions
7.1.1. The membership fee is paid voluntarily and is used to finance APFKR's statutory activities, implement trade union programs, and provide services to members.
7.1.2. As a general rule, the membership fee paid is non-refundable, since payment confirms the user's voluntary membership in APFKR.
7.1.3. Refunds are considered solely in the cases expressly provided for in this Section.
7.2. Cases in Which a Refund Is Possible
A refund may be issued in the following cases:
-
duplicate payment — the membership fee was erroneously paid twice for the same period;
-
incorrect amount — an amount exceeding the membership fee established for the relevant membership category was debited from the user's account;
-
technical failure — the payment went through, but the membership was not activated due to technical reasons on the side of the Website or the payment provider, and activation is not possible;
-
payment made by the wrong person — the payment was made by a third party without the payer's consent, subject to confirmation of the circumstances;
-
payment made to APFKR by mistake — the user did not intend to join APFKR, and the refund request is submitted within 14 (fourteen) calendar days from the date of payment, provided that the services available under the membership were not actually used.
7.3. Cases in Which No Refund Is Issued
The membership fee is not refunded in the following cases:
-
voluntary withdrawal from APFKR before the expiry of the paid membership period;
-
deletion of the account at the user's initiative;
-
suspension or blocking of the account due to the user's breach of the User Agreement;
-
non-use of the services provided to APFKR members by the user during the paid period;
-
the lapse of more than 14 (fourteen) calendar days from the date of the erroneous payment (except in cases of duplicate payment and obvious technical error).
7.4. Refund Request Procedure
7.4.1. A refund request is sent to apfkr@outlook.com with the subject line "Membership Fee Refund".
7.4.2. The request must contain:
-
the payer's full name (surname, given name, patronymic);
-
the phone number and email linked to the account;
-
the date and amount of the payment;
-
payment confirmation (receipt, voucher, or transaction ID);
-
the grounds for the refund with reference to the relevant subsection of clause 7.2;
-
refund details (if a refund to another account or card is not possible, the refund is made via the same method by which the funds were received).
7.4.3. APFKR has the right to request additional documents and clarifications necessary for the review of the request (for example, a statement from the payer's account or confirmation from the bank that the transaction was carried out).
7.5. Review and Refund Timeframes
7.5.1. The review period is up to 10 (ten) business days from the date APFKR receives the request and all necessary documents.
7.5.2. Following the review, the applicant is sent a response by email containing the refund decision or a reasoned refusal.
7.5.3. In the event of a positive decision, the refund is made via the same method by which the funds were received, within the timeframes established by the bank and/or payment provider (as a rule, from 3 to 30 business days).
7.5.4. APFKR is not liable for the timing of crediting of funds on the side of the receiving bank or the payer's payment provider.
7.6. Deductions on Refund
7.6.1. When refunding the membership fee, APFKR has the right to withhold bank and payment-provider fees actually incurred when accepting the payment and subsequently refunding it, if such fees are not refunded by the provider.
7.6.2. The amount of the deductions is communicated to the applicant before the funds are actually refunded.
